BEM reported 2Q25 net profit of Bt993mn, slipping 1% YoY, but growing 14% QoQ, in line with INVX and consensus. Its 1H25 profit accounted for 47% of our full-year numbers, which is on track. In 7M25, expressway traffic fell 1.4% vs -1% in our full-year forecast while MRT (Blue Line) grew 1% vs 2.5% in our 2025F. At the analyst meeting, management assured investors of 2025 YoY earnings growth via cost controls to offset weak traffic. The net effect from the Bt20 flat fare is expected to be slightly positive. Maintain OUTPERFORM with a new end-2026F SOTP-based TP of Bt7.7 (from Bt7.5) after rolling over to 2026.

2Q25 results in line with INVX and consensus. BEM reported 2Q25 net profit of Bt993mn, down 1% YoY but up 14% QoQ, aligning with INVX and consensus estimates. Expressway revenue (52% of total revenue) was Bt2.1bn, slipping 1.4% YoY due to the slowdown in the tourism sector and the overall economy and the 7.2% QoQ drop was the aftereffect of the earthquake. Rail business revenue (41% of total revenue) was Bt1.6bn, up 1.2% YoY on the fare adjustment from July 2024, but down 7.2% QoQ also on the impact of earthquake. Revenue from commercial development (7% of total revenue) was Bt290mn, down 5.2% YoY, but up 9.4% QoQ. Overall, 1H25 net profit accounted for 47% of our full-year forecast which is on track.

Traffic updates. In July, BEM reported average daily expressway traffic of 1.1mn trips, down 1.2% YoY due to the slowdown in tourism and more domestic travel options but up 0.3% MoM as fears from the earthquake faded. Traffic growth in 7M25 averaged -1.4% YoY against our 2025F of -1%. For the MRT (Blue Line), average daily ridership in Jul was 417.9k, slipping 1.6% YoY on fewer international tourists, but rising 3.0% MoM as earthquake fears faded. In 7M25, the average ridership growth was 1.0% YoY vs 2.5% in our 2025F.

Key takeaway from analyst meeting. The overall outlook is marginally positive, with management providing assurance of YoY earnings growth in 2025. This confidence persists despite unremarkable traffic growth on expressways and the MRT in the first seven months, as it plans to manage its bottom line by deferring certain costs. On the Bt20 flat fare, BEM has submitted its proposal and is awaiting the government response; its stance is for the government to provide a full subsidy for normal passenger growth and to compensate for the increased costs plus a small profit margin for new riders gained from the policy. The resulting financial impact is thus expected to be only slightly positive, as we had anticipated. Management gave no opinion on whether the policy will meet the government's deadline. As for the Southern Purple Line's O&M contract, a conclusion is expected within the next year, likely through a direct negotiation with BEM, given its status as the incumbent operator of the northern section.

Risks and concerns. Key concerns are the recovery of expressway traffic and MRT ridership. Key ESG risk for BEM is travel safety. A perception of lack of safety would reduce the number of people using expressways and the MRT. This would lead to downside to our earnings forecast.
