สาธารณูปโภค - การรับซื้อไฟฟ้ายังเดินต่อ แต่ได้รับผลกระทบ GMT

เรามีมุมมองเชิงบวกต่อการตัดสินใจของ กกพ. ในการประกาศผลการคัดเลือกโครงการในรอบแรกของเฟสที่ 2 ของโครงการพลังงานหมุนเวียน ซึ่งคาดว่าจะไม่เลื่อนการประมูลทั่วไปรอบที่สอง (1.5GW) ในช่วงต้นปีหน้าไปนานมาก อย่างไรก็ตาม เราคาดว่า GULF และ BGRIM จะได้รับผลกระทบจากการดำเนินการตามกฎหมายภาษีขั้นต่ำทั่วโลก และปรับลดประมาณการกำไรหลักในปี 2568-2569 ทั้งนี้ในระยะกลางถึงระยะยาว เราคาดว่าจะมีมาตรการบางอย่างเพื่อบรรเทาผลกระทบจาก BOI เราคงคำแนะนำ Outperform สำหรับ GULF และ GPSC และ BGRIM ยังคง Neutral

กกพ. ประกาศผลการคัดเลือกโครงการพลังงานหมุนเวียนรอบแรก เฟส 2 คณะกรรมการกำกับกิจการพลังงาน (กกพ.) ได้ประกาศรายชื่อผู้ยื่นขอผลิตไฟฟ้าเพิ่มเติมที่ได้รับการคัดเลือก จำนวน 72 ราย รวมปริมาณพลังงานไฟฟ้าที่เสนอขาย 2,145.4 เมกะวัตต์ โดยแบ่งเป็น 2 กลุ่ม คือ กลุ่ม 1: พลังงานลม จำนวน 8 ราย รวม 565.40 เมกะวัตต์ กำหนดจ่ายไฟฟ้าเข้าระบบเชิงพาณิชย์ (SCOD) ตั้งแต่ปี 2571-2573 กลุ่ม 2: พลังงานแสงอาทิตย์แบบติดตั้งบนพื้นดิน จำนวน 64 ราย รวม 1,580 เมกะวัตต์ กำหนด SCOD ตั้งแต่ปี 2569-2573 ทั้งนี้กกพ. ได้สั่งการให้การไฟฟ้า (EGAT) คู่สัญญาแจ้งให้ผู้ยื่นขอผลิตไฟฟ้าทราบและยอมรับเงื่อนไขการลงนามในสัญญาซื้อขายไฟฟ้าสำหรับกลุ่มที่ 1 ภายใน 14 วัน และกลุ่มที่ 2 ภายใน 60 วัน แม้ว่าจะมีคำสั่งจากรัฐมนตรีว่าการกระทรวงพลังงานให้ระงับ และตรวจสอบข้อเท็จจริงการรับซื้อไฟฟ้า แต่ กกพ. ชี้แจงว่าการตรวจสอบดังกล่าวจะไม่ส่งผลกระทบต่อการดำเนินโครงการที่ได้รับการคัดเลือก โดยรวมเรามองในแง่ดีต่อการตัดสินใจของ กกพ. ซึ่งคาดว่าจะไม่มีการเลื่อนการประมูลทั่วไปรอบที่สอง (1.5GW) ในช่วงต้นปีหน้าไปมาก เหมือนที่คาดการณ์ไว้ก่อนหน้านี้

ผลกระทบเชิงบวกเล็กน้อยต่อภาคสาธารณูปโภคไทย เรามีมุมมองเชิงบวกต่อการตัดสินใจของ กกพ. ในการเดินหน้าประมูลพลังงานหมุนเวียนรอบแรก เฟส 2 ซึ่งคาดว่าจะไม่เลื่อนการประมูลทั่วไปของรอบที่สองของเฟสที่ 2 อีก 1.5GW ไปนานมาก ซึ่งคาดว่าจะเปิดเกณฑ์การประมูลในช่วงต้นปีหน้า สำหรับผู้ที่ได้รับคัดเลือกของรอบแรก เฟส 2 หลักๆ ได้แก่ EGCO และพันธมิตรได้รับคัดเลือกทั้งหมด 448 เมกะวัตต์ (โซลาร์ 11 โครงการ), GUNKUL (319 เมกะวัตต์), RATCH (298 เมกะวัตต์), GPSC และพันธมิตร (192.88 เมกะวัตต์) และ BGRIM (51.1 เมกะวัตต์) เป็นต้น โดย GPSC และพันธมิตรได้รับการคัดเลือก 192.88 เมกะวัตต์ ได้แก่โครงการ Helios 1 (48.6 เมกะวัตต์), 2 (61.4 เมกะวัตต์), 4 (8 เมกะวัตต์) และโครงการ IRPC-CP (74.88 เมกะวัตต์) โดย GPSC ถือหุ้นประมาณ 50% ส่งผลให้ GPSC ได้รับการคัดเลือก 90-95 เมกะวัตต์ สำหรับรอบแรกของโครงการพลังงานหมุนเวียน FiT เฟสที่สองนี้ เบื้องต้นเราคาดว่าการมีส่วนร่วมของกำไรต่อ GPSC ประมาณ 100-150 ล้านบาท ต่อปี และสำหรับ BGRIM อยู่ที่ประมาณ 60-80 ล้านบาท ต่อปี หลังจากการดำเนินการเชิงพาณิชย์อย่างเต็มรูปแบบในช่วงปี 2569-2573

ผลกระทบจากการดำเนินการตามกฎหมายภาษีขั้นต่ำทั่วโลก เมื่อวันที่ 11 ธันวาคม 2567 คณะรัฐมนตรีได้อนุมัติพระราชกำหนด (พ.ร.ก.) 2 ฉบับ เกี่ยวกับการปฏิรูปภาษีเงินได้นิติบุคคลในประเทศไทย ได้แก่ พ.ร.ก. ภาษีส่วนเพิ่ม และ พ.ร.ก. เพิ่มขีดความสามารถในการแข่งขันของประเทศสำหรับอุตสาหกรรมเป้าหมายของคณะกรรมการส่งเสริมการลงทุน (BOI) พระราชกำหนดทั้งสองฉบับนี้สอดคล้องกับกรอบ Pillar 2 ของ OECD ซึ่งมีวัตถุประสงค์ในการเรียกเก็บภาษีเพิ่มเติมจากบริษัทที่เข้าตามมาตรการต้องเสียภาษีขั้นต่ำ (Global Minimum Tax: GMT) ในอัตรา 15% หลังจากการตรวจสอบข้อมูลกับบริษัท GULF กำลังประเมินผลกระทบอยู่ แต่ในกรณีเลวร้ายที่สุด อัตราภาษีที่มีผลอาจเพิ่มขึ้นเป็น 15% จากเดิม 3-8% ซึ่งอาจส่งผลให้กำไรลดลง 9-15% ในปี 2568-2569 BGRIM คาดว่าจะได้รับผลกระทบเช่นกัน โดยมีอัตราภาษีที่มีผลอยู่ที่ 8% ซึ่งอาจส่งผลให้กำไรในปี 2568-2569 ลดลง 7-8% GPSC คาดว่าจะไม่ได้รับผลกระทบจากภาษีขั้นต่ำทั่วโลกนี้ เนื่องจากบริษัทอยู่ภายใต้กลุ่ม PTT (ETR>15%) และไม่มีโครงการใดเข้าข่ายต้องเสียภาษีขั้นต่ำ 15% ในระยะกลางถึงระยะยาว คาดว่าจะมีมาตรการบางอย่างเพื่อบรรเทาผลกระทบจาก BOI

คงคำแนะนำ Outperform สำหรับ GULF และ GPSC สำหรับ BGRIM แนะนำ Neutral เราปรับลดประมาณการกำไรหลักสำหรับ GULF ลง 15% และ 9% ในปี 2568-2569 และ BGRIM ลดลง 8% และ 7% ในปี 2568-2569 ตามลำดับ เพื่อสะท้อนอัตราภาษีที่เพิ่มขึ้นเป็น 15% เราคงคำแนะนำ Outperform สำหรับ GULF ด้วยราคาเป้าหมายกลางปี 2568 ใหม่ที่ 67.5 บาท (จากเดิม 70.0 บาท) เนื่องจากเรายังคงคาดว่ากำไรจะเพิ่มขึ้น 14% ในปี 2568 แม้ว่าจะรวมผลกระทบจาก GMT ไปแล้ว จากการเพิ่มกำลังการผลิตใหม่อย่างต่อเนื่องจากโครงการ GPD และ HKP ใหม่ และโอกาสที่เป็นบวกจากโครงการพลังงานหมุนเวียนรอบที่ 2 ของเฟส 2 ที่เหลือ (1.5GW) และ PDP2024 (35GW) และการโรงไฟฟ้าพลังงานก๊าซ (2.6GW) ใน PDP2024 เราคงคำแนะนำ Outperform สำหรับ GPSC เนื่องจากไม่มีผลกระทบจากการดำเนินการตาม GMT และได้รับประโยชน์จากกำลังการผลิตใหม่ของโครงการพลังงานหมุนเวียนรอบแรกของเฟส 2 รวมทั้งแนวโน้มอัตราดอกเบี้ยขาลงในวัฏจักรจะเป็นบวก เนื่องจาก 35% ของหนี้สินมีอัตราดอกเบี้ยแบบลอยตัว และอัตราส่วนหนี้สินสุทธิต่อทุนต่ำจะช่วยให้การลงทุนเติบโตในระยะกลางถึงระยะยาว สำหรับ BGRIM เราคงคำแนะนำ “ถือ” ด้วยราคาเป้าหมายกลางปี 2568 ใหม่ที่ 22.2 บาท (จากเดิม 24.5 บาท) เนื่องจากผลกระทบจากการดำเนินการตาม GMT ในปี 2568-2569 และไม่มีการเพิ่มกำลังการผลิตครั้งใหญ่ในระยะสั้น

ปัจจัยเสี่ยง กฎระเบียบและการแทรกแซงจากรัฐบาลที่เพิ่มขึ้น ต้นทุนก๊าซสูงกว่าคาด และความผันผวนของอัตราแลกเปลี่ยน ปัจจัยเสี่ยงด้าน ESG ที่สำคัญ คือ ผลกระทบต่อสิ่งแวดล้อมจากการใช้เชื้อเพลิงฟอสซิล การบริหารจัดการพลังงาน การปล่อยก๊าซเรือนกระจกสูง และผลกระทบต่อชุมชนใกล้เคียง

Bidding progressing but GMT overhangs

On the upside, the ERC has announced the projects selected in the first round of Phase 2 of the renewable energy scheme, meaning no delay is expected for the second round (1.5GW) general bidding early next year. On the downside, GULF and BGRIM are poised to be hurt by the GMT (global minimum tax) and we cut their 2025-26 core earnings forecasts, though eventually we expect some measures from the BoI to mitigate the impact. GULF and GPSC still Outperform, BGRIM still Neutral.

ERC announces projects selected for Phase 2 of renewable energy. The ERC has announced 72 renewable energy projects that will fall under the FiT scheme, with a combined capacity of 2,145.4MW. The selected projects are divided into two groups: 565.40MW in wind energy, with scheduled commercial operation date (SCOD) between 2028-2030, and 1,580MW in ground-mounted solar energy, with SCOD between 2026-2030. The companies proposing wind projects have 14 days to accept the terms and conditions for signing the PPA and those proposing solar projects have 60 days. This announcement was made despite a recent order from the Minister of Energy to investigate the renewable energy procurement process, but the ERC says the investigation will not affect the implementation of the projects selected. We are encouraged by the ERC’s decision as it implies no further delays in initiating the second round of Phase 2 general bidding for 1.5GW early next year.

Slightly positive. This move by the ERC is encouraging as it paves the way to the opening of general bidding for the second round of Phase 2 renewable energy of 1.5GW, with bidding criteria expected early next year. Based on the announcement, awards in this first round of Phase 2 bids for renewable energy give EGCO and partner 448MW (11 solar projects), GUNKUL gets 319MW, RATCH gets 298MW, GPSC and partner get 192.88MW and BGRIM gets 51.1MW. Broken down, the 192.88MW awarded GPSC and partner include Helios 1 (48.6MW), Helios 2 (61.4MW), Helios 4 (8MW) and IRPC-CP (74.88MW). Since GPSC holds ~50%, it gets 90-95MW in this round under FiT. Initially we expect annual earnings contribution to GPSC at Bt100-150mn and BGRIM at Bt60-80mn after full commercial operation is achieved between 2026-30.

Global minimum tax. On December 11, the Cabinet approved two emergency decrees to further the reform of corporate income tax in Thailand: one on top-up tax, and one on enhancing the competitiveness of target industries by the BoI. Both align with the OECD's Pillar 2 framework, which aims to impose additional taxes on companies subject to the Global Minimum Tax (GMT) at a rate of 15%. A channel check elicits the following: GULF is currently assessing the impact; in a worst-case scenario, the effective tax rate could increase to 15% from the current 3-8%, potentially reducing profit by 9-15% in 2025-2026. BGRIM is also expected to be affected, with its current effective tax rate at 8%. This could lead to a 7-8% decline in profit in 2025-26. GPSC is not expected to be impacted by the global minimum tax because it is under PTT group (estimated tax rate of >15%), and none of its projects fall under the criteria for the 15% minimum tax. In the medium to long-term, we expect the BoI to instigate some measures to mitigate the impact.

Maintain Outperform on GULF and GPSC, stay Neutral on BGRIM. We cut our core earnings forecast for GULF by 15% in 2025 and 9% in 2026 and BGRIM by 8% in 2025 and 7% in 2026 to reflect the rise in effective tax rate to 15%. We maintain our Outperform rating on GULF with a new mid-2025 TP of Bt67.5 (from Bt70.0), as we still expect earnings to grow 14% in 2025 (including the GMT impact) on the steady addition of new capacity from the new GPD and HKP projects and the potential benefit from the second round of Phase 2 of the renewable energy scheme (1.5GW) and PDP2024 (35GW) plus gas-fired power plant replacement (2.6GW). We maintain our Outperform rating on GPSC, as it is unaffected by the GMT implementation and benefits from the first round of Phase 2 renewable energy as well as the onset of a cyclic interest rate downtrend since 35% of its debt carries a floating interest rate, and its low net debt/equity ratio will allow medium- to long-term investment. For BGRIM, we maintain our Neutral rating with a new mid-2025 TP of Bt22.2 (from Bt24.5) to reflect the impact from GMT in 2025-26 and no major capacity addition in the short term.

Key risks: Increased regulatory uncertainty, higher-than-anticipated gas costs, and fluctuations in exchange rates. Key ESG risks are the environmental impact from exposure to fossil fuels, energy management, high greenhouse gas emission and nearby community impact.
