รัฐบาลไทยได้ข้อสรุป 3 มาตรการกระตุ้นการท่องเที่ยว โดยมีเป้าหมายเพื่อเร่งโมเมนตัมการท่องเที่ยวผ่านการกระตุ้นทั้งอุปสงค์ในประเทศและตลาดนักท่องเที่ยวต่างชาติ โดยคาดว่าจะเริ่มดำเนินการภายในสิ้นปีนี้ เราเชื่อว่ากลุ่มโรงแรมจะได้รับประโยชน์จาก 3 มาตรการนี้มากที่สุด โดยมีแรงขับเคลื่อนหลักจากโครงการไทยเที่ยวไทยพลัส ซึ่งเป็นแกนหลักของแพ็กเกจนี้ ในขณะที่กลุ่มสนามบินและสายการบินก็จะได้รับประโยชน์เช่นกัน เรายังคงมุมมองว่าอุตสาหกรรมท่องเที่ยวของไทยอยู่ในช่วงฟื้นตัว อย่างไรก็ตาม ความไม่แน่นอนจากการเจรจาสงครามยังคงเป็นปัจจัยสำคัญที่ต้องติดตาม หุ้นเด่นของเราคือ AOT จากแนวโน้มกำไรที่แข็งแกร่ง รวมถึง CENTEL และ MINT ซึ่งราคาหุ้นยังคงปรับตัวช้ากว่าหุ้นโรงแรมตัวอื่น
3 มาตรการกระตุ้นการท่องเที่ยวมุ่งเป้าไปที่นักท่องเที่ยวทั้งในประเทศและต่างประเทศ เมื่อวันที่ 15 ก.ค. คณะกรรมการร่วมภาครัฐและภาคเอกชน (กรอ.) ประจำกระทรวงการท่องเที่ยวและกีฬา ได้ข้อสรุปมาตรการกระตุ้นการท่องเที่ยว 3 โครงการ ดังนี้:
- โครงการไทยเที่ยวไทยพลัส (นักท่องเที่ยวในประเทศ): งบประมาณ 1.75 พันลบ. รัฐบาลจะใช้วิธีสนับสนุนค่าใช้จ่ายแบบร่วมจ่าย 50% และประชาชนผู้รับสิทธิจ่ายเอง 50% โดยรัฐบาลอุดหนุนค่าที่พักสูงสุดไม่เกิน 3,000 บาทต่อสิทธิ รวมทั้งหมด 500,000 สิทธิ (สูงสุด 5 สิทธิต่อคน) นอกจากนี้ยังมี E-Voucher มูลค่า 500 บาทต่อสิทธิ ซึ่งสามารถนำไปใช้กับบริการท่องเที่ยว กิจกรรมที่เกี่ยวข้องกับการท่องเที่ยวอื่นๆ การช้อปปิ้ง แพ็กเกจทัวร์แบบวันเดียว ร้านอาหาร และบริการรถเช่า นักท่องเที่ยวสามารถใช้สิทธิ์ได้ใน 77 จังหวัดทั่วประเทศ ทั้งในวันธรรมดาและวันหยุดผ่านแอปพลิเคชันเป๋าตัง
- โครงการ Fly Thai All the Feeling (นักท่องเที่ยวในประเทศ): จัดสรรงบประมาณ 200 ลบ. เพื่ออุดหนุนค่าตั๋วเครื่องบินในประเทศ 400 บาท สำหรับเมืองหลัก และ 600 บาท สำหรับเมืองรอง ครอบคลุมที่นั่งประมาณ 400,000 ที่นั่ง หรือนักท่องเที่ยว 200,000 คน (ไป-กลับ)
- โครงการ Thailand Air Connect (นักท่องเที่ยวต่างชาติ): งบประมาณ 500 ลบ. โครงการนี้มีเป้าหมายเพื่อสนับสนุนเที่ยวบินเช่าเหมาลำและเที่ยวบินพาณิชย์เพื่อดึงดูดนักท่องเที่ยวต่างชาติให้เข้ามาประเทศไทยเพิ่มขึ้น 487,000 คน ภายใต้เงื่อนไขว่าอัตราส่วนการบรรทุกผู้โดยสาร (Load factor) ต้องไม่ต่ำกว่า 80%

- เราเชื่อว่ามาตรการเหล่านี้สะท้อนถึงความพยายามของรัฐบาลในการเร่งโมเมนตัมการท่องเที่ยวผ่านการกระตุ้นทั้งอุปสงค์ในประเทศและตลาดนักท่องเที่ยวต่างชาติ โดยรัฐบาลคาดว่าจะเริ่มดำเนินมาตรการเหล่านี้ได้ภายในสิ้นปีนี้ ในมุมมองของเรา ปัจจัยสำคัญที่ต้องติดตามคือวันเริ่มต้นดำเนินการจริงและระยะเวลาของแต่ละโครงการ ซึ่งยังไม่มีการประกาศอย่างเป็นทางการ
- เราเชื่อว่ากลุ่มโรงแรมจะได้รับประโยชน์จาก 3 มาตรการนี้มากที่สุด หลักๆ เกิดจากโครงการไทยเที่ยวไทยพลัส ซึ่งเป็นแกนหลักของแพ็กเกจนี้ ในระดับรายหุ้น เราคาดว่า ERW จะได้รับประโยชน์มากที่สุด เนื่องจากรายได้ 20–25% มาจากผู้เข้าพักชาวไทย รองลงมาคือ AWC (14%) และ CENTEL (8%) ในขณะที่ MINT น่าจะได้รับประโยชน์น้อยที่สุดเนื่องจากโรงแรมส่วนใหญ่อยู่ในต่างประเทศ
- เรามองว่า AOT จะเป็นผู้ได้รับประโยชน์รายหลักจากโครงการ Thailand Air Connect เนื่องจากคาดว่าเที่ยวบินระหว่างประเทศและจำนวนผู้โดยสารจะเพิ่มขึ้น นอกจากนี้ สายการบิน (THAI, AAV และ BA) ก็น่าจะได้รับประโยชน์เช่นกัน

Three tourism stimulus measures
The Thai government has concluded three tourism stimulus measures aimed at accelerating tourism momentum by stimulating both domestic demand and international tourist markets, with rollout expected by year-end. Among the three initiatives, we believe the hotel sector will benefit the most, primarily driven by the Thai Travel Thai Plus scheme, which serves as the core of this package, while airport and airlines will also benefit. We maintain our view that Thailand’s tourism sector is on a recovery trajectory. However, uncertainties surrounding ongoing war negotiations remain a key factor to monitor. Our top picks are AOT, given its strong earnings outlook, along with CENTEL and MINT, whose share prices have lagged behind other hotel stocks.
Three tourism stimulus measures targeting both domestic and international tourists. On 15 July, the Joint Public and Private Sector Committee on Tourism concluded three tourism stimulus measures as follows:
- Thai Travel Thai Plus (Domestic tourists): With a budget of Bt1.75bn, this Co-payment scheme offers a 50% government subsidy on accommodation, capped at Bt3,000 per right, for a total of 500,000 rights (maximum of 5 rights per tourist). It includes an E-Voucher worth Bt500 per right, which can be used for travel services, other tourism-related activities, shopping, one-day tour packages, restaurants, and car rentals. Tourists can redeem these rights across 77 provinces nationwide on both weekdays and holidays via the Pao Tang application.
- Fly Thai All the Feeling (Domestic tourists): Allocated a budget of Bt200mn to subsidize domestic airfares at Bt400 for major cities and Bt600 for secondary cities, covering approximately 400,000 seats or about 200,000 tourists (round-trip).
- Thailand Air Connect (International tourists): With a budget of Bt500mn, this project aims to support charter and commercial flights to attract an additional 487,000 international tourists to Thailand, under the condition that the passenger load factor must not fall below 80%.
Our view
- We believe these measures reflect the government's efforts to accelerate tourism momentum by stimulating both domestic demand and international tourist markets. The government expects to launch these measures by the end of this year. In our view, the key factors to monitor are the actual implementation dates and the duration of each project, which have not yet been officially announced.
- Among the three measures, we believe the hotel sector will benefit the most, primarily due to the Thai Travel Thai Plus scheme, which is the core of this package. At the stock level, we expect ERW to benefit the most, as 20–25% of its total revenue comes from Thai guests, followed by AWC (14%) and CENTEL (8%). Meanwhile, MINT is likely to benefit the least, as most of its hotels are located overseas.
- We see AOT as the key beneficiary from the Thailand Air Connect scheme, given the expected increase in international flights and passenger volumes. Airlines (THAI, AAV and BA) are also expected to benefit.
- The Fly Thai All the Feeling project has the smallest budget allocation. We believe AAV will benefit the most from this measure, as it has the largest domestic route network, with 50% of its revenue derived from domestic flights.
