คาด SET แกว่งในกรอบรอประเด็นใหม่ หลังขึ้นมาตอบรับ Sentiment บวกไปพอควรแล้ว คาดตลาดกลับมาให้น้ำหนักการเมืองในประเทศที่จะมีการอภิปรายไม่ไว้วางใจนายกฯ ต้นสัปดาห์หน้า ทั้งนี้มอง SET หากยังไม่ผ่าน 1200 จุด อาจพลิกกลับมาลงได้ต่อ ประเมินแนวรับที่ 1170 - 1160 จุด ส่วนแนวต้านอยู่ที่ 1190 - 1200 จุด

ผันผวน เต็มไปด้วยความไม่แน่นอน
ประเด็นสำคัญ
• ยูเครนใช้โดรนโจมตีฐานทัพอากาศซึ่งมีเครื่องบินทิ้งระเบิดรัสเซีย ทำให้รัสเซียต้องประกาศภาวะฉุกเฉิน ส่วนกองทัพอิสราเอลเผยว่ามีจรวดถูกยิงเข้าสู่ตอนกลางอิสราเอลจจากพื้นที่ฉนวนกาซ่า ซึ่งเป็นครั้งแรกที่กลุ่มฮามาสโจมติตอบโต้ครั้งแรกนับตั้งแต่ข้อตกลงหยุดยิงล่มสลาย
• ธปท. ผ่อนคลายเกณฑ์ LTV ชั่วคราว กำหนดเพดานอัตราส่วนเงินให้สินเชื่อต่อมูลค่าหลักประกัน 100% เพื่อช่วงประคับประคองภาคอสังหาฯ มีผลต่อสัญญาเงินกู้ที่ทำตั้งแต่วันที่ 1 พ.ค. 2568– 30 มิ.ย. 2569
• รมว. คลังเดินหน้ามาตรการแก้หนี้ NPL สำหรับส่วนที่ไม่ได้เข้าร่วมโครงการ “คุณสู้ เราช่วย” ซึ่งส่วนใหญ่เป็นหนี้บัตรเครดิต-การบริโภค วงเงิน 4.27 แสนลบ. หรือ 35% ของ NPL ทั้งหมด โดยจะทำงานร่วมกันระหว่างลูกหนี้ ธนาคาร ผู้บริหารหนี้ และรัฐบาล
• เครดิตบูโรเผยจากจำนวนลูกหนี้ในระบบ 27 ล้านลูกหนี้ มี 25% ที่เกณฑ์สุขภาพทางการเงินดี, 38% เสี่ยงเป็นหนี้เรื้อรัง และ 17% มีหนี้ NPL หนี้บุคคลธรรมดาลดลง 0.5%YoY จากการปฏิเสธการให้สินเชื่อสูง
• BoE มีมติคงดอกเบี้ยนโยบาย 4.5% ตามที่ตลาดคาดไว้ ท่ามกลางความไม่แน่นอนของเศรษฐกิจโลก, การทำสงครามการค้าของสหรัฐฯ และปรับลดคาดการณ์เติบโตเศรษฐกิจลงสู่ 0.75% จาก 1.50%
• EU เลื่อนการเก็บภาษีนำเข้าสินค้าจากสหรัฐฯ ออกไป 2 สัปดาห์ จากเดิมที่จะมีผลในวันที่ 1 เม.ย. เพื่อให้มีเวลาเจรจาเพิ่มเติมกับสหรัฐฯ
• จับตาดีลควบรวมระหว่าง "KTB-TTB" จ่อขึ้นแท่นเบอร์ 1 กลุ่มแบงก์ หนุนสินทรัพย์รวมกว่า 5.36 ล้านลบ. ลดต้นทุนธุรกิจ สร้างโอกาสเติบโตใหม่ และสร้างความแข็งแกร่งบนดิจิทัลแบงกิ้ง
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET จะฟื้นตัวได้บ้าง หลังดัชนีหุ้นไทยปรับตัวลงแรง 16%YTD แย่สุดในตลาดหุ้นทั่วโลกแล้ว เนื่องจากถูกกดดันทั้งจากกังวลสงครามการค้าและขาดปัจจัยหนุนในประเทศ อย่างไรก็ดีมองว่าแรงขายในภาพรวมน่าจะชะลอตัวลง เนื่องจากมีความชัดเจนของมาตรการลดหย่อนภาษีกองทุน ThaiESGX ซึ่งคาดจะจำกัดแรงขายของ LTF และมีความหวังจากเม็ดเงินลงทุนใหม่ที่จะเข้ามาในเดือน พ.ค.-มิ.ย. 2568 ขณะที่การประชุมนโยบายการเงิน BoJ FOMC และ BoE มีมติคงดอกเบี้ยนโยบาย ดังนั้นกลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy”
ล็อกเป้าลงทุนประจำสัปดาห์
ช่วงสั้นมอง SET จะมีสัญญาณฟื้นตัวได้บ้าง จากแรงขายที่น่าจะชะลอหลังมีความชัดเจนของมาตรการลดหย่อนภาษีกองทุน ThaiESGX กลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy” ใน 3 ธีมหลักที่มีปัจจัยบวกเฉพาะตัว ดังนี้
1. หุ้นที่คาดเป็นเป้าหมาย ThaiESGX คัดเลือกจาก 1) ปี 2568 คาดกำไรยังเติบโตได้ YoY 2) มีฐานะการเงินแข็งแกร่ง และ 3) มีศักยภาพจ่ายปันผลสม่ำเสมอ โดยคาดให้ Div. Yield ปี 2568 อย่างน้อยปีละ 3% พบหุ้น SET50 ที่น่าสนใจ ได้แก่ ADVANC BBL BDMS CPALL PTT ส่วนหุ้น SET100 ที่น่าสนใจ ได้แก่ AP BCH BTG
2. หุ้นปันผลคุณภาพดี มีคุณสมบัติ 1) สถิติจ่ายปันผลต่อเนื่องอย่างน้อย 20 ปีขึ้นไป และมี SETESG Rating ตั้งแต่ระดับ A-AAA 2) คาดจ่ายเงินปันผลจากกำไรปี 2567 หลังหักจ่ายระหว่างกาลแล้ว ยังให้ Div. Yield สูงเกิน 4% และ Div. Payout Ratio มีแนวโน้มเพิ่มขึ้นหรือทรงตัว และ 3) ปี 2568 ผลประกอบการยังแข็งแกร่ง และราคาหุ้นปัจจุบันยังมี Upside เกิน 15% แนะนำ AP KTB BBL SPALI KBANK
3. หุ้น Undervalued สำหรับลงทุน คัดเลือกหุ้น SET100 ที่คาดเป็นเป้าหมายของกองทุน มีคุณสมบัติ 1) ปี 2568 คาดกำไรยังเติบโตได้ YoY 2) ฐานะการเงินแข็งแกร่ง และมีความสามารถในการจ่ายดอกเบี้ยสูง (Interest Coverage ratio > 1) 3) Valuation ไม่แพง ปัจจุบันซื้อขายที่ PER และ PBV 2568F ระดับต่ำกว่า -1SD 4) ศักยภาพจ่ายปันผลสม่ำเสมอ โดยคาดให้ Div. Yield ปี 2568 อย่างน้อยปีละ 2% และ 5) มี SETESG Rating ระดับ A-AAA แนะนำ CPALL BDMS MTC MINT BTG

PTTEP: มองราคาหุ้นมีปัจจัยกระตุ้นระยะสั้นจากราคาน้ำมันดิบที่ปรับขึ้นหลังสหรัฐฯ ใช้มาตรการคว่ำบาตรที่เกี่ยวข้องกับอิหร่านรอบใหม่ และมีสถานการณ์ตึงเครียดในตะวันออกกลาง แม้ปี 2568 คาดกำไรจะอ่อนแอลง YoY แต่ยังมีงบดุลที่แข็งแกร่ง (มีอัตราหนี้สินที่มีภาระดอกเบี้ยจ่ายต่อทุนน้อยกว่า 0.3 เท่า) แนะนำเข้าซื้อเก็งกำไรราคาไม่เกิน 113 บาท
SPALI: มองราคาหุ้นระยะสั้นมีปัจจัยกระตุ้นจาก ธปท. ผ่อนคลายเกณฑ์ LTV ชั่วคราว คาดจะหนุนให้ Presales ดีดตัวขึ้นในช่วงที่มีมาตรการ และน่าสนใจในฐานะหุ้นปันผลคุณภาพดี ปี 2568 คาดมีกำไรเติบโตอย่างน้อย 2%YoY ซึ่งยังไม่รวม Upside จากการผ่อนปรน LTV และมีเงินปันผลจ่ายจากกำไร 2H67 หุ้นละ 0.85 บาท (XD 7 พ.ค.) คิดเป็น Div. Yield 4.9%
Range-bound, main resistance at 1200
The SET is expected to be range-bound after already responding to positive sentiment, with a change in focus to politics, with a no-confidence debate against the PM next week. If the SET cannot break through 1200, it may continue to move down. Support is 1170-1160 and resistance at 1190-1120.
Today’s highlights
• Ukraine used drones to attack a Russian air base housing bombers, forcing Russia to declare a state of emergency.
• The Israeli military reported rockets fired into central Israel from the Gaza strip, Hamas's first retaliation since the collapse of the ceasefire.
• The BoT has temporarily relaxed loan-to-value (LTV) rules, setting a 100% ceiling on the loan-to-collateral value ratio to support the real estate sector. This applies to loan agreements made from May 1, 2025 to June 30, 2026.
• The Finance Minister is moving forward with measures to address NPLs for debtors who did not participate in the "You Fight, We Help" program. These are mostly credit card and consumer debts totaling Bt427bn, or 35% of all NPLs. The plan involves collaboration between debtors, banks, debt managers and the government.
• The Credit Bureau reports that of 27mn debtors in the system, 25% have good financial health, 38% are at risk of chronic debt, and 17% have NPLs. Personal debt has decreased by 0.5%YoY due to high loan rejection rates.
• The BoE voted to maintain its policy interest rate at 4.5% as expected, amid global economic uncertainties, the US trade war and a cut in economic growth forecast to 0.75% from 1.50%.
• The EU has postponed the implementation of import taxes on US goods by two weeks from the original April 1 effective date to allow additional time for negotiations with the US.
• Keep an eye on the potential merger between KTB and TTB, which would make it the #1 banking group, with combined assets of over Bt5.36tn. The merger would reduce business costs, create new growth opportunities, and strengthen digital banking capabilities.
Strategy today
In the short term the SET is expected to see some recovery after a plunge of 16% YTD, the world’s worst performer, pressured by trade war concerns and no domestic catalyst. However, selling is expected to slow down thanks to ThaiESGX, which is expected to limit outflow from LTF, and brings hope of new inflow between May-June 2025. This week there are three monetary policy meetings in three central banks: the BoJ, FOMC – which kept interest rate unchanged - and the BoE, which is also expected to leave rates unchanged. Investment strategy is "Selective Buy".
Trading today
The SET is expected to see some recovery as selling slows and ThaiESGX becomes clearer. We recommend strategies across three themes with positive individual factors:
- Stocks expected to be targets of ThaiESGX: 1) 2025 profit expected to grow YoY, 2) strong financial position and 3) likelihood of steady dividends, with dividend yield in 2025 of at least 3%; of interest in SET50 are ADVANC, BBL, BDMS, CPALL and PTT and in the SET100, AP, BCH and BTG.
- Dividend plays: 1) statistically, have paid dividends for 20 years and have SETESG Ratings of A-AAA, 2) dividend yield expected at 4% (excluding interim dividend) and payout ratio stable or rising and 3) strong profit in 2025 and upside to price of greater than 15% – AP, KTB, BBL, SPALI and KBANK.
- Undervalued stocks in SET100 that are expected to be targets of mutual funds with: 1) YoY profit growth in 2025, 2) strong financial position and ability to service debt (interest coverage ratio >1), 3) low valuation with PER and PBV 2025F below -1SD,
4) regular dividend payers and 5) SETESG Ratings of A-AAA – CPALL, BDMS, MTC, MINT and BTG.

PTTEP: It has a short-term catalyst from rising crude oil price after the US placed new sanctions on Iran and tension heightened in the Middle East. Although 2025 profit is expected to be weak YoY, the balance sheet still strong (IBD/E < 0.3x). Recommend to buy for trading at not higher than Bt113.
SPALI: There is a short-term catalyst from the BoT’s ease in LTV, which is expected to push presales while in effect. The stock is also interesting as a high-quality dividend stock. 2025 profit is expected to grow at least 2%, not including upside from lower LTV. It is paying a DPS on 2H24 of Bt0.85 (XD May 7), dividend yield of 4.9%.
