ประเด็นสำคัญ
• ปลัดคลังเผยในวันนี้จะมีการประชุมอนุฯ โครงการนโยบายกระตุ้น ศก. 1.57 แสนลบ. เพื่อพิจารณาโครงการที่เหมาสมสำหรับ 4 เป้าหมาย โครงสร้างพื้นฐาน, ท่องเที่ยว, ลดผลกระทบส่งออก/เพิ่มผลิตภาพ และด้าน ศก. ชุมชน หากได้ข้อสรุป จะนำเข้าสู่ที่ประชุม ครม. ในสัปดาห์หน้าเพื่อให้ทยอยอนุมัติโครงการ
• เที่ยวไทยคนละครึ่ง 2568 ชงครม.วันนี้ เริ่มโครงการ 1 ก.ค. กำหนดจำนวนสิทธิไว้ที่ 5 แสนสิทธิจากเดิม 1 ล้านสิทธิ ถูกเกลี่ยไปใช้กับโครงการกระตุ้นตลาดต่างประเทศแทน
• ตลท. ปรับปรุงหลักเกณฑ์กำหนดให้ผู้ลงทุนแบบ HFT ซื้อหลักทรัพย์ได้เฉพาะหลักทรัพย์ที่มีขนาดใหญ่และมีสภาพคล่องสูง เช่น SET100, หลักทรัพย์ NVDR, DW, DR และ ETF เพื่อลดความผันผวนของหลักทรัพย์ขนาดกลางและเล็กและไม่มีสภาพคล่อง
• รมว. คมนาคมเสนอขอรับการจัดสรรงบจากโครงการนโนบายกระตุ้น ศก. 1.57 แสนลบ. วงเงินรวม 5.67 หมื่นลบ. สำหรับ 6 หน่วยงานเพื่อเดินหน้าโครงการถนน-ระบบรางต่างๆ
• ศุลกากรจีนเผยมูลค่าส่งออกใน พ.ค. 2568 เพิ่มขึ้น 4.8%YoY ต่ำกว่าที่ตลาดคาดไว้ โดยเฉพาะการส่งออกสู่สหรัฐฯ ที่ลดลงมากถึง 34.5%YoY ต่ำที่สุดนับตั้งแต่ ก.พ. 2563 ส่วนมูลค่านำเข้าหดตัว 3.4%YoY หดตัวมากกว่าที่ตลาดคาดไว้ สะท้อนอุปสงค์ภายในประเทศจีนที่อ่อนแอลง
• สำนักงานสถิติแห่งชาติจีนเผยภาวะเงินเฟ้อผ่าน CPI ใน พ.ค. 2568 หดตัว 0.1%YoY เป็นการหดตัวต่อเนื่องเป็นเดือนที่สี่ สะท้อนว่ามาตรการกระตุ้น ศก. ของรัฐบาลจีนยังไม่สามารถทำให้การอุปโภคบริโภคฟื้นตัวได้ ส่วน PPI ใน พ.ค. หดตัว 3.3%YoY เป็นการปรับลงต่อเนื่องนับตั้งแต่ ต.ค. 2565
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET แกว่งตัว Sideways เนื่องจากยังมีปัจจัยที่ต้องติดตามจากข้อตกลงการค้าระหว่างสหรัฐฯ และประเทศคู่ค้า โดยเฉพาะจีน อินเดีย และญี่ปุ่น ความไม่แน่นอนการเมืองไทย (การปรับ ครม.) และผลกระทบของ DELTA จากเกณฑ์คำนวณใหม่ของ ตลท. ที่จำกัดน้ำหนักหุ้นรายตัวใน SET50/SET100 ซึ่งจะเริ่มวันที่ 1 ก.ค. นี้ อย่างไรก็ดี วันที่ 10 มิ.ย. อาจมีความคืบหน้าพิจารณาโครงการ “เที่ยวไทยคนละครึ่ง 2568” ซึ่งแม้มองส่งผลบวกต่อ SET ไม่มากนัก แต่เชื่อว่าช่วงต้น เม.ย. SET ได้ปรับลงใกล้ระดับวิกฤติ (Downside ที่ 1,032 จุด) สะท้อนผลกระทบจากนโยบายภาษีสหรัฐฯ ซึ่งผ่านจุดแย่ที่สุดไปแล้ว เรายังคงมุมมองหากดัชนีปรับตัวลงมาบริเวณ 1120-1100 จุด ยังเป็นโอกาสทยอยซื้อสะสมสำหรับนักลงทุนระยะกลาง-ยาว กลยุทธ์ลงทุนคงแนะนำให้ “Selective Buy”

มอง SET มีโอกาสแกว่งตัว Sideways จากความไม่แน่นอนในหลายปัจจัย ข้อตกลงการค้าสหรัฐฯ, การเมืองไทย และการปรับเกณฑ์คำนวณดัชนี SET50/SET100 กลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy” ใน 4 ธีม หลักและ 2 ธีมเทรดดิ้ง ที่มีปัจจัยบวกเฉพาะตัว ดังนี้
1. หุ้น Earning Play โมเมนตัมกำไรยังเติบโตแข็งแกร่ง 2Q68 คาดกำไรปกติจะเติบโตได้ทั้ง YoY และ QoQ แนะนำ ADVANC TRUE CPALL BTG CPF

Moving sideways down
The SET is expected to move sideways down after a rebound that was unable to pass 1145, turning back down. Recovery is limited at an upper bound between 1145/1150; supports are at 1127/1120. A fall below support would put the market into a new decline. The market lacks a new catalyst and has not reacted to any previous good news.
Today’s highlights
• The Secretary of Finance revealed today there will be a subcommittee meeting for the Bt157bn economic stimulus to consider projects suitable for four targets: infrastructure, tourism, reducing export impact/increasing productivity and community economy. If a conclusion can be reached, they will be brought to the Cabinet next week for gradual project approval.
• A travel stimulus program will be proposed to the Cabinet today, to start on July 1, open to 500,000 people, down from the original 1mn; the remainder was moved to stimulus for foreign markets.
• The SET has revised regulations requiring High-Frequency Trading (HFT) investors to purchase only large-cap securities with high liquidity, such as SET100, NVDR securities, DW, DR, and ETF, to reduce volatility in mid-and-small-cap securities with low liquidity.
• The Minister of Transport is requesting Bt56.7bn in funds from the Bt1.57tn economic stimulus policy project, for six agencies to engage in road and rail projects.
• Chinese customs reports and increase in export value in May 2025 of 4.8%YoY, lower than market expectations, particularly exports to the US which plunged 34.5%YoY, the lowest since February 2020. Import value contracted 3.4%YoY, shrinking more than market expectations, reflecting weakening domestic demand in China.
• China's National Bureau of Statistics reports inflation through CPI in May 2025 contracted 0.1%YoY, the fourth month of contraction, indicating that the Chinese government's economic stimulus measures have not yet revived consumption. PPI in May contracted 3.3%YoY, continuing the decline started in October 2022.
Strategy today
In the short term the SET is expected to move sideways as there are many factors to follow: trade negotiations between the US and trading partners, especially China, India and Japan, political uncertainty (a cabinet reshuffle) and the effect brought by the calculation adjustment for DELTA to comply with the limit of a single stock weighting in SET50/SET100 at 10% starting on Jul 1. On Jun 10 there may be progress on tourism stimulus, but this may not significantly impact the SET. We believe the SET has already passed its critical point (downside of 1032), which reflected the worst-case scenario for US tariffs. We retain our view of an opportunity to accumulate if the SET falls to 1120-1100. Our investment strategy remains "Selective Buy".
Trading today
The many uncertainties are expected to keep the SET moving sideways: US trade negotiations, politics and SET50/SET100 index calculation adjustment. Our investment strategy is for "selective buy" in four main themes and two trading themes with specific positive factors:
1. Earnings plays: those with 2Q25 profit expected to grow strongly, and core profit growth both YoY and QoQ – ADVANC, TRUE, CPALL, BTG and CPF.
2. SET50 stocks with SETESG rating higher than A, with dividend yield of above 5% expected, and on which we recommend Outperform – PTT, KTB, BBL and HMPRO.
3. Stocks expected to be targets of ThaiESGX: a) 2025 profit is expected to grow,
b) financial position is strong and c) are steady dividend payers - ADVANC, BDMS, CPALL, PTT, BCH, BTG and AP.
4. Defensive stocks whose revenue is largely domestic. For risk-averse investors waiting for greater clarity on Trump’s tariffs – BCH, CPALL, GULF, MTC, OR, TRUE.
5. Trading idea: For high-risk takers who want to speculate. a) Stocks likely to benefit from passive funds reducing DELTA holdings to 10% and increasing others in SET50 – PTT, ADVANC, AOT, GULF and CPF and b) stocks able to recover quickly once there is progress on trade negotiations – AMATA, AOT, MINT, PTT, TU and WHA.

CENTEL: Price has a catalyst from cabinet consideration of a tourism stimulus package today. Its hospitality unit is moving strongly, both at home and in Japan. Price has already fallen 32% YTD, reflecting the entry into the 2Q25 low season. We expect some speculative buying.
GPSC: Price has short-term catalysts from lower natural gas price and bond yield. 2025 core profit is expected to grow 3.9%, supported by higher capacity, selection in the renewable energy program phase 2.1 and unaffected by the global minimum tax (GMT).
