ประเด็นสำคัญ
• รมว.คลัง รับลงนามเสนอชื่อผู้ว่าฯ ธปท.คนใหม่แล้ว เตรียมเสนอครม.วันนี้ หากเป็นคุณ วิทัย รัตนากร ตามที่ตลาดคาดไว้ ทิศทางดอกเบี้ยมีโอกาสลดลง จะเป็นบวกกับหุ้นกลุ่มไฟแนนซ์ โรงไฟฟ้า อสังหาริมทรัพย์ และ REITs
• EU เตรียมตอบโต้ภาษีสหรัฐฯ ด้วยมาตรการมูลค่า 84,000 ล้านดอลลาร์ ครอบคลุมสินค้าอุตสาหกรรมและเกษตร รวมถึงเครื่องบิน รถยนต์ และ Bourbon เป็นการตอบโต้ภาษี 20–30% ของทรัมป์
• รมว. คลังเผยข้อเสนอเพิ่มเติมที่ส่งให้สหรัฐฯ เช่น เปิดตลาดนำเข้าสินค้าสหรัฐฯ บางรายการเข้าไทยภายใต้ภาษี 0% เพิ่มเป็น 69% จาก 63-64%, ส่งเสริมการลงทุนธุรกิจไทยในสหรัฐฯ และให้ความสำคัญกับการสวมสิทธิ์สินค้า เพิ่ม Local Content รวมถึงเตรียม Soft Loan 2 แสนลบ. เยียวยาผู้ประกอบการที่ได้รับผลกระทบ
• ม. หอการค้าไทยหนุนการนำเข้าสินค้าเกษตรสหรัฐฯ บางรายการที่ไทยขาดแคลนหรือผลิตได้ไม่เพียงพอ เพื่อลดต้นทุนให้กับเกษตรกร, เพิ่มความเข้มงวดจัดการปัญหาสินค้าสวมสิทธิ์และสินค้าด้อยคุณภาพที่ทะลักเข้าไทยผ่านการบังคับใช้กฎหมายอย่างเข้มข้น
• มาเลเซียออกกฎควบคุมการส่งออกชิป AI ประสิทธิภาพสูงที่มีถิ่นกำเนิดจากสหรัฐฯสู่ประเทศที่สาม โดยต้องมีใบอนุญาตสำหรับส่งออก เพื่อปิดช่องว่างทางกฎหมาย
• การส่งออกจีนใน มิ.ย. 2568 ขยายตัว 5.8%YoY สูงกว่าที่ตลาดคาด หนุนจากการเร่งส่งออกก่อนมาตรกาภาษีสหรัฐฯ จะมีผลบังคับใช้ในวันที่ 1 ส.ค. นี้ โดยการส่งออกสู่ไทยและเวียดนามเติบโตสูงที่สุด ซึ่งเรากังวลว่าเป็นปัญหา Transshipment สู่ประเทศที่สาม ด้านการนำเข้าพลิกขยายตัว 1.1%YoY เป็นครั้งแรกในปีนี้
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET จะแกว่งตัวผันผวนเนื่องจากยังกังวลอัตราภาษีศุลกากรใหม่ของสหรัฐฯ ที่ประกาศเรียกเก็บจากประเทศคู่ค้าซึ่งจะมีผลบังคับใช้ตั้งแต่วันที่ 1 ส.ค. นี้ สำหรับไทยถูกเรียกเก็บภาษีในอัตรา 36% สูงกว่าประเทศคู่แข่งสำคัญในกลุ่มอาเซียน ซึ่งทำให้ไทยมีโอกาสสูญเสียความสามารถในการแข่งขันและกดดันให้ GDP อาจเติบโตชะลอตัวได้ จึงเป็นปัจจัยเสี่ยงที่ต้องติดตามความคืบหน้าการเจรจาระหว่างสหรัฐฯ กับไทยอย่างใกล้ชิด อย่างไรก็ดีเราประเมิน SET ที่บริเวณต่ำกว่า 1100 จุด คิดเป็น PER ปี 2568 ต่ำกว่า 12 เท่า ยังเป็นจุดที่เหมาะสมสำหรับนักลงทุนระยะกลาง-ยาว กลยุทธ์ลงทุนคงแนะนำให้ “Selective Buy”

มอง SET แกว่งตัวผันผวน ยังมีความกังวลไทยจะถูกสหรัฐฯ เรียกเก็บภาษีศุลกากรสูงกว่าประเทศคู่แข่งสำคัญในกลุ่มอาเซียนและอาจทำให้ไทยสูญเสียความสามารถการแข่งขันและกดดันการเติบโต GDP ลง กลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy” ใน 3 ธีม หลักและ 3 ธีมเทรดดิ้ง ที่มีปัจจัยบวกเฉพาะตัว ดังนี้
1. หุ้น Earning Play โมเมนตัมกำไรยังเติบโตแข็งแกร่ง โดย 2Q68 คาดกำไรปกติจะเติบโตได้ทั้ง YoY และ QoQ ขณะที่ 3Q68 คาดกำไรยังเติบโต YoY แนะนำ ADVANC BCH CBG CPALL SCCC
2. หุ้น Defensive ที่ผันผวนต่ำและผลการดำเนินงานต้านทานความเสี่ยงภายนอกได้ (ผลกระทบจำกัดจากปัจจัยภายในและภายนอก) อีกทั้งยังมีศักยภาพจ่ายปันผลสม่ำเสมอ แนะนำ ADVANC BCH DIF

Watch for a new BoT governor
The SET is expected to move sideways up and be able to stand above 1130-1135. In the short term, resistances are at 1150/1160-1163, while supports are at 1135/1130. If the new BoT governor is Vitai Ratanakorn, as the market expects, it hopes to see interest rate fall and resolution of household debt. Thailand has sent additional offers to the US in terms of opening more to US goods, brightening sentiment.
Today’s highlights
• The Minister of Finance confirms signing the nomination of the new BoT Governor in preparation to present the nomination to Cabinet today. If it is Vitai Ratanakorn, as expected by the market, interest rate is likely to be brought down, which would be positive for finance, power plants, real estate and REITs.
• The EU is preparing to retaliate against US tariffs with US$84bn worth of measures covering industrial and agricultural products including aircraft, automobiles, and Bourbon whiskey, in response to Trump's 20-30% tariffs.
• The Minister of Finance says additional proposals sent to the US including opening the country for certain US goods with 0% tariff, promoting Thai business investment in the US, focus more on preventing circumvention by producers, increasing local content requirements and preparing Bt200bn in soft loans to support affected businesses.
• UTCC supports importing certain US agricultural products that Thailand lacks or produces in insufficient amounts to reduce costs for farmers, while becoming stricter about attempts to circumvent tariffs via Thailand and flood Thailand with low-quality goods through rigorous law enforcement.
• Malaysia has issued regulations controlling exports of high-performance AI chips originating from the US to third countries, requiring export licenses to close legal loopholes.
• China's exports in June 2025 grew 5.8% YoY, higher than market expectations, driven by accelerated exports before US tariff measures take effect on Aug 1. Exports to Thailand and Vietnam showed the highest growth, raising concerns about transshipment to third countries. Imports turned positive for the first time this year at 1.1% YoY.
Strategy today
In the short term the SET is expected to move sideways on continued concerns over the US tariffs, to take effect on Aug 1. Thailand faces a 36% tariff, higher than main competitors in ASEAN, and may lead to loss of competitiveness and pressure GDP growth. Trade negotiations is the main issue to monitor. However, if the index falls below 1100 with 2025F PER lower than 12x, we see this as suitable for accumulation for medium to long-term investors. Our investment strategy remains "Selective Buy".

The SET is expected to move sideways on continued concern over Thailand’s facing higher tariff rates than competitors in ASEAN, which will lead to a loss of competitiveness and pressure GDP growth. Our investment strategy is for "selective buy" in three main themes and three trading themes with specific positives:
1. Earnings plays whose profits are expected to grow strongly, with 2Q25 core profit up YoY and QoQ, and expected to grow YoY in 3Q25 – ADVANC, BCH, CBG, CPALL and SCCC.
2. Defensive stocks with low volatility, sheltered from external risks as well as from domestic uncertainties, while paying consistent dividends – ADVANC, BCH and DIF.
3. High-quality dividend stocks (SET50 with SETESG rating higher than A) to generate short term cash flow, expected to pay an interim dividend on 1H25 with dividend yield higher than 2% - ADVANC, BBL and PTT.
4. Trading idea: For high-risk-takers who want to speculate: 1) undervalued stocks (PER and PBV < -1SD) on which we recommend Outperform, with expected dividend yield of at least 3% - BBL, BCPG, BDMS, CPALL, DIF, PTT, SIRI and TIDLOR; 2) companies expected to benefit from tourism stimulus programs – ERW, CENTEL and AAV; and
3) companies that would recover rapidly if the US adjusts the tariff on Thailand down to 20% or lower – AMATA, GPSC and WHA.

MTC: Price has a catalyst from declining bond yield over the rest of the year (INVX expects two more cuts). 2Q25 net profit is expected to grow 3%QoQ and 12%YoY, and 2025 profit is expected to grow 14%, supported by growing loans and lower credit cost. The stock is undervalued, trading at 2025F PBV of 1.7x
(-2S.D.). Today recommend to buy at not higher than Bt37.50/share.
GULF: Price has a catalyst from lower bond yield. Profit for the rest of the year is expected to remain strong, backed by the startup of five new solar farms (+308MW), two solar projects (+289MW), phase 1 of a data center and profit share from capacity payment and KBANK dividend.
