ประเด็นสำคัญ
• ครม. อนุทินทั้งหมด 36 ท่านได้รับการโปรดเกล้าฯ แต่งตั้งในวันที่ 19 ก.ย. ที่ผ่านมา คาดจะเริ่มการแถลงนโยบายต่อรัฐสภาราวช่วงวันที่ 29 ก.ย. – 1 ต.ค. นี้ หลังการเข้าพิธีถวายสัตย์ของ ครม. ในวันที่ 24 ก.ย. 2568 ติดตามกำหนดการที่ชัดเจนหลังจากการประชุมวิป 3 ฝ่ายในหลังการถวายสัตย์ช่วงวันที่ 25-26 ก.ย. นี้
• ธปท. เผยยังไม่เห็นสัญญาณการเก็งกำไรค่าเงินบาทที่ผิดปกติ ปัจจัยหลักเกิดจากดอลลาร์อ่อนค่า และในตอนนี้ ธปท. ดูแลไม่ให้บาทผันผวนเร็วและแรงเกินไปและกำลังหารือกับผู้ที่เกี่ยวข้อง โดยเฉพาะผู้ค้าทองคำ เนื่องจากทองคำมีความเชื่อมโยงกับค่าเงินสูงขึ้นในช่วงที่ผ่านมาเฉลี่ย 0.7%
• สนพ. เผยยอดใช้ไฟฟ้าช่วง 6M68 ลดลง 5.5%YoY และคาดว่าการใช้ไฟฟ้าทั้งปี 2568 จะลดลง 4.6%YoY จากฐานการใช้ไฟฟ้าที่สูง, อุณหภูมิไม่สูงเทียบกับในปีก่อนและปริมาณฝนที่เพิ่มขึ้น ส่วนการบริโภคน้ำมันสำเร็จรูปในปี 2568 คาดขยายตัว 0.7%YoY นำโดยการใช้น้ำมันอากาศยานตามจำนวนผู้เยี่ยมเยือนที่ฟื้นตัว ยกเว้นดีเซลที่คาดจะลดลง 1.5%YoY ชะลอตามกิจกรรมในภาคขนส่ง
• ปธน. ทรัมป์เผยว่าได้บรรลุข้อตกลงเกี่ยวกับ TikTok และมีความคืบหน้าในหลายประเด็น เช่น การค้า, การควบคุมยาเฟนทานิล และการยุติสงครามรัสเซีย-ยูเครน และทั้งสอง ปธน. จะพบปะกันในที่ประชุม APEC ที่เกาหลีใต้ใน ต.ค. และปธน. ทรัมป์มีแผนเยือนจีนในช่วงต้นปี 2569
• BoJ คงดอกเบี้ยนโยบายที่ 0.5% ตามตลาดคาด และประกาศแผนทยอยขาย ETF และ J-REITs ที่ถือครองอยู่มูลค่ารวม 74.5 ล้านล้านเยน โดยจะทยอยขายปีละราว 6.2 แสนล้านเยน ทำให้ตลาดหุ้นญี่ปุ่นเผชิญแรงขายในวันดังกล่าวและผลตอบแทนพันธบัตรระยะ 10 ปี ปรับขึ้นสู่ 1.64%
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET มีโอกาสพักฐานหรือแกว่งตัวในกรอบแคบ หลังขาดปัจจัยหนุนใหม่ ปัจจัยในประเทศยังอยู่ระหว่างรอติดตามแผนการออกมาตรการกระตุ้นเศรษฐกิจของรัฐบาลใหม่ ซึ่งจะมีผลต่อการเรียกความเชื่อมั่นการลงทุนให้ฟื้นตัวและการไหลเข้าของ Fund Flow ในระยะถัดไป ขณะที่ปัจจัยต่างประเทศติดตามตัวเลขเศรษฐกิจสำคัญของสหรัฐฯ อาทิ PMI และ PCE ซึ่งหากออกมาแย่กว่าตลาดคาด จะมีผลต่อการพิจารณาตัดสินใจเร่งลดดอกเบี้ยนโยบายของเฟดในระยะถัดไป อย่างไรก็ดีมอง SET เริ่มมี Upside จำกัดและอาจชะลอการขึ้นสั้นบ้าง หลังดัชนีปรับขึ้น 19% ในช่วง 3 เดือนที่ผ่านมา แต่ Downside ยังจำกัดเช่นกัน หลังเริ่มเห็น Fund Flow ชะลอการขาย ประเมิน SET มีแนวต้านบริเวณ 1320 และมีแนวรับ 1280 ดังนั้นกลยุทธ์ลงทุนจึงคงแนะนำให้ “Selective Buy”

ช่วงสั้นมอง SET จะพักฐานหลังตลาดขาดปัจจัยหนุนใหม่ ในประเทศติดตามความคืบหน้าการจัดตั้งรัฐบาลและมาตรการกระตุ้น ศก. ส่วนต่างประเทศติดตามตัวเลข ศก. สำคัญของสหรัฐฯ กลยุทธ์ลงทุนแนะนำให้ “Selective Buy” ใน 2 ธีม หลักและ 2 ธีมเทรดดิ้ง ดังนี้
1. หุ้น Earnings Play ซึ่งคาด 2H68 ผลการดำเนินงานจะยังเติบโตดีทั้ง HoH และ YoY แรงหนุนจากปัจจัยฤดูกาลและจากปัจจัยบวกที่มีเฉพาะตัว ได้แก่ ADVANC BCPG GULF SCC
2. หุ้นปันผลที่มีคุณภาพดี (SET100 ที่มี SET ESG Ratings A ขึ้นไป) เพื่อสร้างกระแสเงินสดให้แก่พอร์ตลงทุนในระยะสั้น โดยคาดจ่ายเงินปันผลระหว่างกาลจากกำไร 1H68 และให้ Div. Yield เกิน 2% แนะนำ PTT TTB
3. Baht pressures, wait for stimulus
The SET is expected to move sideways as foreign investors continue to have high net sell. The baht has started to weaken, sentimentally negative for the market. However, there is a catalyst from the gradual announcement of economic stimulus programs. The cabinet will take its oath of office on Sep 24 and is expected to announce its policy to parliament the next day. Technically, SET resistances are at 1300/1303, and supports are at 1287/1280.
Today’s highlights
• The 36-member Cabinet has received royal approval for appointment on Sep 19. The policy statement to Parliament is expected on Sep 29-Oct 1, following the Cabinet's oath-taking ceremony on Sep 24. The timing will be clear after the 3-party whip meeting following the oath-taking ceremony, around Sep 25-26.
• The BoT says there is no sign of abnormal baht speculation, with the pivotal factor being the dollar’s weakening. The BoT is ensuring the baht does not fluctuate too quickly and strongly. It is also holding talks with relevant parties, particularly gold traders, as gold has shown a higher correlation with currency movement, averaging 0.7%.
• The Ministry of Energy reports electricity consumption in 6M25 fell 5.5%YoY; it expects 2025 electricity usage to decline 4.6%YoY off last year’s high base as temperatures are lower this year than last, plus greater rainfall. Oil product consumption in 2025 is expected to grow 0.7%YoY, led by jet fuel usage following tourism recovery; diesel is the exception, expected to decline 1.5%YoY in line with lower transportation activities.
• Trump says he has reached an agreement for TikTok and is progressing on several other issues such as trade, fentanyl control, and ending the Russia-Ukraine war. The presidents will meet at the APEC summit in South Korea in October; Trump plans to visit China in early 2026.
• The BoJ maintained its policy rate at 0.5% as expected and announced plans to gradually sell its ETF and J-REIT holdings worth ¥74.5tn, selling approximately ¥620bn annually. This led to selling pressure in the Japanese stock market that day, with 10-year bond yields rising to 1.64%.
Strategy today
In the short term the SET is expected to rest or be range-bound as there is no catalyst. Domestically, we are currently waiting for economic stimulus from new government, which will help boost investor confidence and bring fund inflows. Externally, follow US economic figures: PMIs and PCE. If they are lower than market expectations, it will affect Fed’s interest rate cut decision. The SET has limited upside and may slow down for a short time after rising 19% in the last three months. However, downside is also limited, as fund outflows are slowing. Resistance is seen ad 1320, with support at 1280. Our recommended investment strategy is "Selective Buy".
Trading today
In the short term the SET is expected to rest as there is no catalyst. At home, keep an eye on the new government and stimulus and abroad, watch US economic figures. Our investment strategy is "selective buy" in two main and two trading themes:
1. Earnings plays whose 2H25 earnings are expected to grow, driven by specific and seasonal factors - ADVANC, BCPG, GULF and SCC.
2. High-quality dividend stocks (SET50 with SETESG rating higher than A) to generate short term cash flow, expected to pay an interim dividend on 1H25 with dividend yield higher than 2% - PTT and TTB.
3. Trading idea: For high-risk-takers who want to speculate: 1) stocks that benefit from flood repairs. Recommend TASCO, BJC, HMPRO and GLOBAL. Statistically, between 2015-2024 (except 2020 during COVID-19), these performed well when bought in middle of Sep and sold at the beginning of Nov, with average return of ~2.6%; and 2) stocks that benefit from stimulus for consumption, tourism and investment. Recommend Commerce – CPALL, GLOBAL and TNP; Beverages – CBG, OSP, HTC and ICHI; Tourism – CENTEL; Industrial Estates – AMATA and WHA; and Construction Materials – SCC.

CENTEL: Price is expected to be driven by tourism recovery: hotels in Maldives are expected to benefit from high season in 4Q25 and the domestic restaurant business (52% of 1H25 revenue), which will get a boost from economic stimulus programs. Valuation is attractive, trading below -0.5S.D. Short-term TP is Bt34.|
GPSC: Price has catalysts from lower natural gas cost and interest rate. Of its debt, 42% is floating-rate and each 50bps rate cut will raise 2026 profit by 0.4%. 2025 core profit is expected to grow 3.9%, driven by higher capacity and lower fuel cost and bond yield. Short-term TP is Bt42.
