สาธารณูปโภค - ได้ประโยชน์จากวัฏจักรอัตราดอกเบี้ยขาลง

ได้รับประโยชน์จากวัฏจักรอัตราดอกเบี้ยขาลง นักเศรษฐศาสตร์ของเราคาดว่า ธปท.จะปรับลดอัตราดอกเบี้ยนโยบายลงอีก 1 หรือ 2 ครั้งในช่วงครึ่งปีหลังของปี 2568 หลังจากที่ได้ปรับลดไปแล้ว 3 ครั้งในปีนี้ (ก.พ. เม.ย. และ ส.ค. 2568 ครั้งละ 25bps) และคาดว่าจะปรับลดลงอีก 2-3 ครั้งในปี 2569 ด้วยลักษณะธุรกิจที่ต้องใช้เงินลงทุนจำนวนมากและใช้แหล่งเงินทุนจากเงินกู้ยืมในสัดส่วนสูง (โดยทั่วไปแล้วสัดส่วนหนี้สินต่อทุนจะอยู่ที่ 3:1) กลุ่มสาธารณูปโภคจึงมีผลการดำเนินงานที่ดีขึ้นเมื่ออัตราผลตอบแทนพันธบัตรและอัตราดอกเบี้ยลดลง BCPG มีหนี้สินที่มีภาระดอกเบี้ยรวม 2.93 หมื่นลบ. การทำ sensitivity analysis บ่งชี้ว่าอัตราดอกเบี้ยที่ลดลงทุกๆ 50 bps จะช่วยหนุนให้ประมาณการกำไรปกติปี 2569 ปรับเพิ่มขึ้นได้ 2.4% สำหรับ BCPG, 3.5% สำหรับ BGRIM, 7.8% สำหรับ CKP, 6.1% สำหรับ GPSC และ 0.4% สำหรับ GULF

กลยุทธ์การลงทุนและคำแนะนำ เราปรับประมาณการกำไรปกติของกลุ่มสาธารณูปโภคเพิ่มขึ้น 3.0% ในปี 2568 และ 3.0% ในปี 2569 หลักๆ เพื่อสะท้อนประโยชน์จากวัฏจักรอัตราดอกเบี้ยขาลง ประมาณการของเราได้รวมเอาอัตราดอกเบี้ยที่ลดลงปีละ 50 bps ในปี 2568-2570 เข้ามาแล้ว

Surfing the interest rate down-cycle

We believe most overhangs are priced in, and there are pluses from eased worries from the electricity tariff base, potentially lower gas costs, and the higher capacity payment for US CCGT players (BCPG, GULF) as well as the highest season for hydropower plays (CKP, GPSC, BCPG). Our sector picks are BCPG and CKP, backed by strong core earnings in 2H25. We upgrade BGRIM, as its earnings have bottomed and valuation is cheap. We maintain Outperform on GULF and Neutral on GPSC.

Negatives are mostly priced in and positives are coming. We believe concerns are mostly factored in, and we are seeing some positives in the offing: 1) less hit to base tariff than the prior government's Bt3.7/kWh within 2025 vs base tariff at Bt3.94/kWh in the final period of 2025, staying relatively flat at Bt3.9/kWh in 2026, thanks to a grace period given by the upcoming election and the time it will take to form a new cabinet. 2) The new Energy Minister, Khun Auttapol Rerkpiboon, ex-CEO of PTT, is expected to maximize low-cost domestic gas production and minimize high-cost LNG imports, which will help lower gas cost for SPP operators.

Benefiting from the interest rate down-cycle. Our economist expects the BoT to cut its benchmark interest rates one or two more times in 2H25 after already cutting them three times YTD (25 bps each in February, April, and August), with two to three more cuts expected in 2026. Given their capital-intensive nature and high proportion of debt funding (typically a 3:1 D/E ratio), the utilities sector does better when bond yields and interest rates are lower. BCPG has Bt29.3bn in interest-bearing debt (as of 2Q25), with 35% carrying a floating rate. BGRIM has a total interest-bearing debt of Bt113bn (as of 2Q25), with 20% carrying a floating rate. CKP has total outstanding loans at its holding company of Bt67.3bn (CKP’s own loan and loan for the 42.5% in XPCL). GPSC has total interest-bearing debt of Bt116.5bn, with 42% carrying a floating rate, and GULF has outstanding loans at the holding company level of Bt185bn in debentures and Bt16.5bn in a term loan, with less than 10% carrying a floating rate.

Our sensitivity analysis suggests that each half-point decrease in the interest rate will add 2.4% to BCPG’s 2026 core earnings, and provide upside of 3.5% for BGRIM's 2026 core earnings. It also translates to an increase in 2026 earnings of 7.8% for CKP, 6.1% for GPSC and 0.4% for GULF.

Action and recommendation. We have revised our sector core earnings up by 3.0% in 2025 and 3.0% in 2026 to reflect the benefit from the lower interest rate. Our projections already factor in a 50bps drop in effective interest rate for each year in 2025-2027.

Our sector picks are BCPG and CKP, based on expectation of strong core earnings growth in 2H25. We maintain our Outperform rating on BCPG with a new target price of Bt10.5 (up from Bt10.0) based on DCF valuation (WACC at 6.9%, terminal growth at 0.5%). A sharp increase in capacity payments in the US will drive its core profit to the highest level in three years in 2H25. We maintain our Outperform rating on CKP as we expect core operations to improve on a better performance at its hydropower plants. We have upgraded our recommendation on BGRIM with a new target price of Bt16.3 (up from Bt13.0) based on DCF valuation (WACC at 4.3%, terminal growth 1%) as we believe its earnings have bottomed and it will gain from the lower interest rate and gas cost, as well as a potentially lower-than-expected impact from Vietnam's lower renewable tariff. We maintain our Outperform rating on GULF with a new target price of Bt63 (down from Bt70) based on DCF valuation (WACC at 4.8%, with lower terminal growth of 1.0% from 1.6% previously), as core earnings continue to be supported by its US power plant and new solar and solar+BESS projects, which will gradually come on line in 4Q25. For GPSC, we maintain our Neutral rating with a new target price of Bt43.5 (up from Bt41) based on DCF valuation (WACC at 6.3%, terminal growth of 0.5%). We expect earnings to be eroded by the appreciation of the Taiwan dollar against the baht, which will result in greater losses at its CXFD project, plus the end of the PPA for its IPP Sriracha power plant (Bt350mn/year) as of August 2025. These negatives will be partially offset by a better performance at the XPCL power plant and lower gas costs for SPP.

Key risks: Higher than expected gas cost. Key ESG risks are the environmental impact from exposure to fossil fuels, energy management, high greenhouse gas emission and nearby community impact.
