ประเด็นสำคัญ
• ผู้ประกอบการภาคอสังหาฯ เสนอเร่งแก้ไขกฎหมายทรัพย์อิงสิทธิ เพื่อส่งเสริมการใช้ประโยชน์ที่ดินอย่างเต็มศักยภาพ รองรับการลงทุนจากต่างชาติและโครงการเมกะโปรเจกต์ เสนอขยายสิทธิการเช่าที่ดินระยะยาวเป็น 50–60 ปี และลดความเสี่ยงด้านสังคมได้
• รมว. คลังเผยความคืบหน้าการเจรจาภาษีการค้า โดยท่าทีของสหรัฐฯ ต่อข้อเสนอเพิ่มเติมที่ไทยเสนอไปมองว่ามีการปรับปรุงที่ดีขึ้น ด้าน รมช. พาณิชย์เผย USTR ได้เสนอ 3 ข้อเสนอเพิ่มเติมให้พิจารณา คือ เพิ่มรายการภาษี 0% สำหรับสินค้าสหรัฐฯ, ลดมาตรการกีดกันการค้าที่ไม่ใช่ภาษี และสนับสนุนการลงทุนในสหรัฐฯ
• ธปท. ออกหนังสือเตือน หลัง ครม. เห็นชอบร่าง พ.ร.บ. Financial Hub ว่าต้องดูแลความเสี่ยงการฟอกเงินและการสนับสนุนก่อการร้าย และการแยกธุรกิจไม่ให้ปะปนกับธุรกิจในระบบการเงินหลัก
• สหภาพยุโรปบรรลุข้อตกลงมาตรการคว่ำบาตรชุดใหม่ต่อรัสเซียชุดที่ 18 รุนแรงที่สุดเท่าที่เคยมีมา โดยครอบคลุมถึงการลดราคาเพดานน้ำมันดิบรัสเซีย, คว่ำบาตรกองเรือเงาที่ขนส่งน้ำมันรัสเซีย, ห้ามใช้ท่อส่งก๊าซฯ Nord Stream 1 และ 2 และขยายขอบเขตการความบาตร เช่น ในภาคธนาคารและอุตสาหกรรมทหาร เพื่อลดขีดความสามารถในการทำสงครามของรัสเซีย
• สื่อสหรัฐฯ เผย Nvidia กำลังเผชิญอุปสรรคการส่งมอบชิป AI รุ่น H20 ในจีน แม้เพิ่งประกาศเตรียมกลับมาวางจำหน่าย เนื่องจากก่อนหน้า Nvidia ได้คืนโควตาการผลิตที่จองกับ TSMC ตั้งแต่การสั่งห้ามโดยรัฐบาลสหรัฐฯ เมื่อ เม.ย. ที่ผ่านมา และอาจต้องใช้เวลาถึง 9 เดือน หากต้องการกลับมาผลิตชิปรุ่นดังกล่าวได้
กลยุทธ์การลงทุน
ช่วงสั้นมอง SET จะแกว่งตัวผันผวน แม้มองบรรยากาศการลงทุนยังมีโมเมนตัมบวกจาก Fund Flow ที่เริ่มไหลเข้าใน EM และคาดหวัง ครม. จะพิจารณาผู้ว่าฯ ธปท. คนใหม่ ซึ่งคาดจะมีการใช้นโยบายการเงินผ่อนคลาย แต่ยังต้องติดตามผลเจรจาการค้าไทย-สหรัฐฯ หลังไทยเสนอลดภาษีนำเข้าสินค้าสหรัฐฯ 0% หลายหมื่นรายการ ประเมิน SET ที่ระดับ 1230-1250 สะท้อนความคาดหวังว่าไทยจะสามารถบรรลุดีลข้อตกลงได้และทำให้อัตราภาษีใหม่ลดลงอยู่ที่เท่ากับหรือต่ำกว่า 20% ทำให้ SET มีโอกาสชะลอปรับขึ้นหรือมี Upside จำกัด ขณะที่กรณีไทยยังโดนภาษีศุลกากรที่สูงกว่าอัตรา 20% จะเป็นความเสี่ยง อย่างไรก็ดี เราประเมิน SET ที่บริเวณต่ำกว่า 1100 จุด คิดเป็น PER ปี 2568 ต่ำกว่า 12 เท่า ยังเป็นจุดที่เหมาะสมสำหรับนักลงทุนระยะกลาง-ยาว คงแนะนำให้ “Selective Buy”

มอง SET แกว่งตัวผันผวน แม้มีโมเมนตัมบวกจาก Fund Flow เริ่มไหลเข้า EM และการอนุมัติผู้ว่าฯ ธปท. คนใหม่ แต่ยังต้องติดตามการเจรจาการค้าไทย-สหรัฐฯ กลยุทธ์ลงทุนจึงแนะนำให้ “Selective Buy” ใน 2 ธีม หลักและ 2 ธีมเทรดดิ้ง ที่มีปัจจัยบวกเฉพาะตัว ดังนี้
1. หุ้น Earning Play โมเมนตัมกำไรยังเติบโตแข็งแกร่ง โดย 2Q68 คาดกำไรปกติจะเติบโตได้ทั้ง YoY และ QoQ ขณะที่ 3Q68 คาดกำไรยังเติบโต YoY แนะนำ ADVANC BCH CBG CPALL SCCC
2. หุ้นปันผลที่มีคุณภาพดี (SET50 ที่มี SETESG Rating A ขึ้นไป) เพื่อสร้างกระแสเงินสดให้แก่พอร์ตลงทุนในระยะสั้น โดยคาดจ่ายเงินปันผลระหว่างกาลจากกำไร 1H68 และให้ Div. Yield เกิน 2% แนะนำ ADVANC BBL PTT
3. Trading Idea : สำหรับนักลงทุนที่รับความเสี่ยงได้สูงและต้องการเก็งกำไร แนะนำ 1) หุ้นที่คาดฟื้นตัวเร็วหากเชื่อว่าการเจรจาจะทำให้สหรัฐฯ พิจารณาปรับลดภาษีไทยลงมาอยู่ที่ระดับ 20% หรือต่ำกว่าและราคาหุ้นยังฟื้นตัวช้า แนะนำ AMATA GPSC WHA และ 2) หุ้น Undervalue (PER และ PBV < -1SD) และเราแนะนำ Outperform อีกทั้งคาดให้ Div. CHG: ราคาหุ้นมีปัจจัยกระตุ้นระยะสั้นจากกำไร 2Q68 มีโอกาสดีกว่าคาด โดยประเมินกำไรปกติ 235 ลบ. เพิ่มขึ้น 4%QoQ และทรงตัว YoY ซึ่งดีกว่าที่คาดเดิมว่าจะลดลง QoQ และ YoY หนุนจากรายได้ที่แข็งแกร่งและผลขาดทุนที่ลดลงจาก รพ. ใหม่ ขณะที่ 2H68 คาดผลประกอบการจะดีขึ้นต่อเนื่อง ส่วนราคาหุ้นปรับลงสะท้อนความคาดหวังที่ต่ำของตลาดแล้วทำให้ Risk/Reward เป็นบวกมากขึ้น
GPSC: ราคาหุ้นมีปัจจัยกระตุ้นระยะสั้นจากราคาก๊าซและ Bond Yield ลดลง กกพ. เสนอทางเลือกค่าไฟฟ้างวด ก.ย.-ธ.ค. 2568 ระหว่าง 3.98-5.10 บาท/หน่วย ไม่สูงกว่างวดก่อนที่ 3.98 บาท/หน่วย มองกระทบผลประกอบการจำกัด ปี 2568 คาดกำไรปกติจะเติบโต 3.9%YoY จากการเพิ่มกำลังการผลิต, ต้นทุนเชื้อเพลิงและผลตอบแทนพันธบัตรลดลง และไม่ได้รับผลกระทบจาก GMT
Keep an eye on trade talks
The SET is expected to slow down with resistances of 1212/1230, while supports are at 1200/1195. Although there is a positive from fund flows into emerging markets and support from DELTA, the index in the middle term at 1230-1250 is seen to reflect expectation that Thailand will be levied a tariff rate of 20% or below by the US. Continue to follow Thai-US trade talks.
Today’s highlights
• Real estate developers propose amending property rights laws to promote optimal land utilization, support foreign investment and mega projects. They suggest extending long-term land lease rights to 50-60 years and reducing social risks.
• The Minister of Finance reports progress on trade negotiations, with the US indicating Thailand's additional proposals are improved. The Deputy Minister of Commerce reports that the USTR has proposed three additional considerations: increasing the US goods attracting 0% tariff, reducing non-tariff trade barriers and supporting investment in the US.
• The BoT issued a warning letter following the Cabinet approval of the Financial Hub Bill draft, emphasizing the need to manage money laundering and terrorism financing risks, and ensure business separation from mainstream financial system operations.
• The EU reached an agreement on a new sanctions package against Russia - the 18th and most severe yet, covering Russian crude oil price ceiling reductions, sanctions on shadow fleets transporting Russian oil, prohibition of Nord Stream 1 and 2 gas pipelines, and an expanded scope that includes banking and military industrial sectors to reduce Russia's war capabilities.
• US media reports Nvidia is facing difficulty delivering H20 AI chips to China despite recently announcing plans to resume sales, as it had previously returned production quotas booked with TSMC following the US government ban in April and it may take up to 9 months to resume production of these chips.
Strategy today
In the short term the SET is expected to fluctuate. Although there is positive momentum from fund flows into EMs and expectations for the new BoT governor - who is expected to relax monetary policy – it is important to continue to keep an eye on Thai-US trade talks after Thailand proposed 0% tariffs on ten thousand US goods. We believe at 1230-1250 the SET has already incorporated the expectation that Thailand will be assessed a tariff rate of 20% or lower, meaning the index may slow down or have limited upside, while tariffs of 20% or above will be a risk to the market. However, if the index falls below 1100 with 2025F PER lower than 12x, we see this as suitable for accumulation for medium to long-term investors. Our investment strategy remains "Selective Buy".
Trading today
The SET is expected to move sideways. Although there is positive momentum from fund flow into EMs and expectations from the new BoT governor, US-Thai trade negotiations continue to overhang. Our investment strategy is for "selective buy" in two main themes and two trading themes with specific positives:
1. Earnings plays whose profits are expected to grow strongly, with 2Q25 core profit up YoY and QoQ, and expected to grow YoY in 3Q25 – ADVANC, BCH, CBG, CPALL and SCCC.
2. High-quality dividend stocks (SET50 with SETESG rating higher than A) to generate short term cash flow, expected to pay an interim dividend on 1H25 with dividend yield higher than 2% - ADVANC, BBL and PTT.
3. Trading idea: For high-risk-takers who want to speculate: 1) Companies that will recover quickly if the US lowers the tariff rate on Thailand to ~20% or below, while prices are coming back only slowly – AMATA, GPSC and WHA; and 2) undervalued stocks (PER and PBV < -1SD) on which we recommend Outperform and expect dividend yield of not lower than 3% - BBL, BCPG, BDMS, CPALL, DIF, PTT, SIRI and TIDLOR. We also recommend take short-term profit on those that benefit from lower interest rate, whose prices have previously risen and reflected hopes for the new BoT governor – MTC and TIDLOR.

CHG: Price has a short-term catalyst from expectation of 4% QoQ and stable YoY growth in 2Q25 core profit to Bt235mn, better than our previous expectation of a drop QoQ and YoY, supported by strong revenue and lower loss from new hospital. 2H25 profit is expected to continue growing, while price reflects low expectations, giving a higher risk/reward.
GPSC: Price has short-term catalysts from lower natural gas cost and bond yield. The ERC has suggested electricity cost for Sep-Dec 2025 of Bt3.98-5.10/unit, little changed from the current Bt3.98/unit, thus little impact on earnings. 2025 core profit is expected to grow 3.9%YoY, driven by higher capacity, lower fuel cost and bond yield and no impact from GMT.
